Over time, projects have been launched to harvest resources from less useful systems. Self-contained syntheti-mechanical ventures travel to far away bodies to establish factories, to get those resources.
As regimes change and owners die, factories lose their ownership. Without command to stop production, they continue until someone shows up and claims ownership. They will continue to expand until an error causes them to collapse, or they are told to stop.
